It's probably so, just similar to Yu model's CAAC 707, 2402 and B-2402. But I feel it should be two different numbers, we'll know in a few days.

In 1974, China rejoined ICAO, thus mandating the addition of the "B-" prefix to aircraft registrations. However, CAAC's Il-62s used five different registrations: 2020, 2022, 2024, 2026, and 2028—so there were plenty of choices.
