I think another way to look at it is the percentage of conversions you’ll get. While something like the KAL Blackpink livery has a huge audience and thus a huge potential for sales, an AA A319 can have great conversions even with a smaller audience.

I’m gonna make up some data, so fair warning, but let’s say we have 1,000,000 people interested in the Blackpink model. Out of those people, 10,000 buy it. That’s a 1% conversion rate. The actual sales numbers are great, but they’re only at a fraction of the total audience. Then you have the AA A319, which may only have say 5,000 people that want to buy it. Even though collectors might already have one (myself fincluded), they might also want to replace it with an NG. And out of those, let’s say you get 1,000 collectors to buy it. Your conversion rate is better at 20%, meaning you hit more of a target audience here.

Again I’m just making up data, but at the same time I think it illustrates my point of view that while potential raw sales numbers are greater for the aforementioned future release, if you look at stuff that people want, you’ll have the potential to hit a greater percentage of that audience. Definitely a strategy NG should consider for subsequent picks to go on the future release list.
 
But the best "conversion" doesn't help if you can't sell sufficient numbers to cover your costs.
In case of AA 319 vs. this fantasy we'd be talking opportunity costs calc. for sure but the better option ($$) in such calc is definitely the fantasy.
 
Does NG wait for the models to be assembled and packaged before announcing them in a release set? Seeing as these weren't in the last release announcement
No this is different for each item as you can see in the picture the Hainan 339 isn't finished while the cathay 359 from this release was likely made early this year and sitting in it's box since
