Paint chip is the most difficult thing to fix perfectly without sanding and respraying, just like rock chips appearing on a vehicle, especially if part of the metal is gone. For paint chip retouching without sanding and respraying I have tried something called Dr. Colorchip but it's made exclusively for automotive. Since diecast model has glossy enamel type of paint finish probably Dr. Colorchip would do it with a similar result for basic colors such as black or white. The way that Dr. Colorchip works differently than typical touchup paint pen without getting a more blotchy look is that it comes with a squeegee to swipe off the excess paint and then using the supplied blending solution that acts as a sealant for the paint chip repair that smoothens out the touched up area.
